Community Safety

 

This is the Staff Structure for the directorate.

This direcorate is responsible for all safety and enforcement initiatives undertaken by the Town Council such as:

  • CCTV
  • Newquay Safe
  • Streetsafe
  • Dog Conrol Orders
  • Byelaw enforcement

 

Enforcement

The Clean Neighbourhoods and Environment Act 2005 provides local authorities with an extended range of fixed penalty notices to address low-level environmental crime and anti-social behaviour that has a detrimental impact on our neighbourhood. Newquay Town Council shall work in close partnership with Cornwall Council to deliver enforcement of; dog fouling, littering and dogs on lead by direction. 

Fixed penalty notices are one of a number of enforcement tools used to tackle environmental crime and as a means to change offending behaviour, and are used as an alternative to prosecution. The enforcement Team will give offenders the opportunity to pick up the waste/litter or place their dogs on a lead. If they refuse, a fixed penalty notice of £80 will be issued, reduced to £50 if paid within 10 days. More detailed information can be found within the Fixed Penalty Notice Policy.

Newquay Pubwatch represents the majority of pubs and clubs in central Newquay.
It recognises the impact of the Night Time Economy on the town’s residents and the image of Newquay.  
 
Newquay Pubwatch supports a responsible Night Time Economy, with all members supporting the below listed Code of Conduct.
 
•Persons wearing inappropriate clothing that may cause others offence will not be allowed into any licensed premises that is part of Newquay Pubwatch as a condition of entry.
 
•Persons carrying items that may cause others offence will not be allowed into any licensed premises that is part of Newquay Pubwatch as a condition of entry.
 
•Door staff will have the discretion to exclude persons wearing shirts or any other item of clothing displaying offensive images or words from any licensed premises that is part of Newquay
Pubwatch as a condition of entry.
 
•Newquay Pubwatch operates a ‘banned from one, banned from all’ policy. Persons involved in crime, disorder or anti social behaviour in any licensed premises will be banned from all licensed premises in the Pubwatch scheme.
 
•All licensed premises within Newquay Pubwatch are linked with Pubwatch radios. Details of persons involved in crime, disorder or anti social behaviour will be circulated to all other Pubwatch members. The Pubwatch radio system is linked to the town centre CCTV network.
